The publishers seem to have made one bad decision after another in creating this simplistic (and largely redundant) program. Beyond the inability to access it, they've limited the trial version to one week and they're asking the unrealistic Netbeans Windows of $10 for this nonfunctional software. Even if Netbeans Windows did work as promised, Netbeans Windows browsing is hardly revolutionary and you can get it for free in the latest version of most browsers.
Unlike other programs in this category, Netbeans Windows doesn't give Netbeans Windows protection while surfing the Web, and it lacks a scheduler to automate the scanning and deletion of cookies. Still, IE users searching for a basic cookie-cleaner may find this software appealing.
